This is almost always caused by Discord's Role Hierarchy. Discord strictly prohibits bots from managing any role positioned above their highest bot role.
1. Open Discord > Server Settings > Roles.
2. Drag the BotOfBots role to the top (or above the milestone/auto-roles).
3. Ensure the bot has the Manage Roles permission enabled.
4. Click Sync All Member Roles on the Leveling tab or run

How does Inactivity XP Decay and the Protected Floor work?
